Description

Study of existing Brookhaven National Laboratory (BNL) Land Mobile Radio (LMR) Communication Network and provide State-of-the-Art recommendations based on “Best Value” for replacement. 

The recommendations provided shall support all requirements as stated in this Summary of Work and maintain compliance with DOE Orders and applicable regulatory requirements.  The initial analysis of the existing LMR Network shall include but not be limited to all aspects of wireline and wireless radio communication systems (i.e. telephone system, Wide Area Network, LMR, fixed, mobile, and handheld systems, smart wireless devices, mass notification system, etc.) used at BNL.  Wireless Communication Network recommendations shall provide efficient, effective, and reliable communications to support mission critical requirements during normal and emergency situations. Consideration shall include but not be limited to evaluating all new wireless and wireline technologies such as wireless mesh technologies, MPLS Networks, satellite communications, etc. The recommendations will consider compatibility with future upgrades of communications systems, thus avoiding obsolescence problems. The recommendations shall also consider interoperability needs of BNL with other agencies, which maybe Federal, State, Local and Tribal entities. The engineering design shall consider any economies and efficiencies gained through the potential combination of existing BNL communications components into a holistic approach.
