The reason is that what is currently in the project is significantly lower and the projects needs to understand where the increased cost in materials is as it is in total about 5M for the barrel from the original proposal. While in the current TOF estimate it is about 10M a factor of two higher. The problem is that in such a scenario the detector might become unaffordable, without substantial in-kind contributions.
