Minutes from Collaboration Council Meeting on March 24, 2023

By consensus, the meeting was not recorded.
John Lajoie presented the management plan as posted. Points of clarification included:
the intended duration of the terms for the working group conveners – 2 years,
the collaboration structure vis-a-vis the project structure – project work-package and subsystem structure needs to be aligned,
how review outcomes will be shared with the collaboration – the reports will be made available immediately by the spokesperson’s office,
how working groups will be chosen – by collective decision
Rolf Ent presented the project perspective and updates as posted. Points of clarification included:
change control – the formal change control process for the detector was started past January 1, 2023
Subsequent (open) discussion clarified that the proposed structure may further evolve. Such changes will be presented in open meetings and documented via updated presentation materials. It was agreed that ratification of the management plan required a separate vote from the vote on endorsement of the team of proposed technical, software and computing, and analysis coordinators. The meeting moved to a closed session for further discussions on the proposed structure and team.
The closed discussion resulted in a decision to vote electronically as reported below. Subsequent agenda items were deferred in view of the meeting duration and the meeting was adjourned.
Electronic voting was opened after the meeting and stayed open until the end of Thursday March 30, 2023 on two motions:

Note that this ratification does not include the detailed list of specific detector subsystem collaborations; the detector subsystem collaboration scheme remains under development as indicated in the posted slides. 96 Collaboration Council Members cast their votes by the deadline. The votes were reviewed. Both motions passed with convincing majorities in favor. This reviewed voting outcomes were communicated via the Collaboration Council mailing list on April 2, 2023 and via the collaboration-wide mailing list on April 3, 2023.
The Collaboration Council has thus ratified the Management Plan and endorsed the Team of Technical, Software and Computing, and Analysis Coordinators.
